Why does Radeon video encode take up so much GPU in the background when I boot into Windows?????? grrr

I'm not even encoding anything, but the Radeon Settings: Host Service apparently is and taking 30% of the GPU with it....

Cleaned all NVIDIA remainders with DDU, as well as Intel (which I never use and have ddisabled for macOS anyway) and AMD, and reinstalled AMD. Now I'm just inspecting performance....

okay so AMD background processes are no longer taking 30% of GPU when ReLive is enabled

however the performance of all the demanding games i've benchmarked before have gone down substantially and i have no idea why

One problem that I found is that the GPU might be being underpowered???? In stats, it's not reaching anywhere near the 150W that it's supposed to be using... It doesnt make much sense since I should have enough power for the GPU (I have a 550W PSU) :/

@dzuk Afterburner is an utility that allows you to see advanced stats and manage stuff like the power limit. I had to use ti on my RX 580 to get rid of some crashes with the power limit and fan curve messing up in AMD's thing.
